Land East of Ilfracombe Avenue
LVA and Green Belt Appraisal provided for an extra care development application on a green field site.
The application was refused by Basildon, but this was overturned and planning permission was granted on appeal. Nigel provided LVA and Green Belt evidence for and attended the appeal hearing. Issues addressed included the effect on the visual aspects of Green Belt openness and in relation to the development being in a gap between settlement areas. The Inspector agreed that although there was harm to openness in the spatial dimension, but that harms in visual dimension were more limited. Also that harm to the purposes, specifically gap between settlements, was not significant.
