West Street, Coggeshall

Braintree District Council required assistance with defending its case at appeal. Nigel Cowlin Ltd were approached to provide expert witness services focused on issues of potential harm to the character and appearance of the location. This related to an application for development of 98 dwellings and a smaller element of offices on the western edge of Coggeshall.

In support of expert witness service we reviewed the accuracy of submitted photomontage images, undertook a critical appraisal of the submitted LVA, and provided an independently worked comparison LVA.

Provided advice that the development site was part of a valley side link between outlying historic estates farmland and river corridor landscapes on the edge of the settlement. Successfully demonstrated that this represented a Framework (2012 version) para 109 'valued landscape'. The appeal was dismissed. The case is referenced as an example inspectors' decision, addressing the role of the site in the wider landscape, in the Landscape Institute Technical Guidance Notes 02/21 on assessing landscape value outside of national designations.
